Preamble 

 

In the early 20th century, the people of Afghanistan became acquainted with the ideas of constitutionalism, independence, republicanism, freedom, progress, justice, and democracy, and they resolved to organise and sacrifice for these causes. 

 

A political and social vision emerged—rooted in a pure culture of service to a shared homeland—independent, with prospects for progress and modernity. Progressive movements gained momentum, embodying demands for justice and social change, leading our nation from medieval stagnation toward modern life. This political awakening, the progressive and justice-seeking ideals of the Afghan people, and the shared values of humanity serve as an enlightening legacy for the Afghanistan Abadi Party in its struggle for independence, modernisation, social justice, and democracy in the country. 

 

The Afghanistan Abadi Party draws inspiration from the ideas and aspirations of the constitutional and modernist movements of the past century in our country. Over this period, these movements laid the foundation for a rich tradition of struggle for freedom, democracy, republicanism, and social justice, placing the economic, social, and cultural advancement of Afghanistan at the heart of their devoted efforts. Our party honours the proud traditions of these movements, strives to preserve and strengthen their national and historical achievements, learns from their experiences, and seeks to align its policies and actions with the realities of today's world, the region, and the evolving Afghan society. The party relies on the young and dynamic generation of the country. We are optimistic about a bright future for Afghanistan—a future built by the wisdom and capable hands of our youth. 

 

The interventions of certain global powers, the escalating threat of terrorism, deteriorating security, unprecedented and chronic administrative corruption, rampant injustice, economic instability, poverty, unemployment, the widening gap between the rich and the poor, and the increasing production and trafficking of narcotics have caused deep concern among our people. 

 

Despite relative progress in education, higher learning, transportation, telecommunications, rural Abadi, legislation, freedom of speech, the establishment of national armed forces, and democracy, the expected reforms in the rule of law, good governance, human rights, and social justice have not materialised as the people had hoped. 

 

This situation not only underscores the urgent need for a nationwide movement led by advocates of peace, democracy, progress, and social justice to overcome the current crisis but also highlights the necessity for a united front of national democratic forces. Our party seeks to fill the void left by the absence of a strong, influential, and nationwide political force by fostering understanding with national, democratic, and progressive parties. With this crucial goal in mind, we extend a hand of sincerity, brotherhood, and goodwill to achieve mutual understanding—up to the level of organisational unity—with all such forces. 

 

Our party pursues the following objectives to achieve the above goals: 

 

 

 

A. In the Realm of State Governance and Administration 

 

  1. Support for independence, national sovereignty, territorial integrity, and the unity of the Afghan people. 

 

  1. Backing a constitutional system based on the separation of powers and democratic principles. 

 

  1. Struggle for the establishment of a democratic system founded on political pluralism through transparent, fair, and democratic elections at all levels (from village councils to the presidency), preventing interference by government officials, political groups, and powerholders in electoral processes. 

 

  1. Fight for the creation of a civil society free from oppression, tyranny, discrimination, and violence—based on social justice, human dignity, and rights enshrined in Afghanistan’s constitution. 

 

  1. Combat totalitarianism, monopolisation of power and wealth in any form, and the use of violence to gain or maintain political power. 

 

  1. Support for good governance, public security, strengthening state capacity, and enhancing social services and public welfare. 

 

  1. Advocate for balanced national Abadi and equitable distribution of resources across regions and provinces. 

 

  1. Support constitutional amendments to resolve contradictions and ambiguities within it. 

 

  1. Fight for the practical implementation of the Political Parties Law, which prohibits the establishment of political parties based on ethnic, local, religious, or linguistic grounds, as well as those with paramilitary organisations, and their funding from foreign sources, in accordance with the provisions of the Constitution and the Political Parties Law. 

 

  1. End the influence of political parties and groups over the military, police, and national security forces. 

 

  1. Support the reconstruction and reform of state administration under a national strategy (top to bottom), particularly rebuilding the judicial system, purging corrupt and law-breaking elements to eliminate administrative corruption, and ensuring public support for the rule of law. 

 

  1. Promote a merit-based personnel policy prioritising education, experience, expertise, competence, efficiency, integrity, and commitment to national interests—to create an effective, professional, and experienced administration capable of delivering quality services to the people. 

 

 

 

B. In the Realm of Ensuring Peace and Stability in the Country 

 

  1. Our party is fundamentally opposed to the permanent military presence of foreign forces in our country. However, their withdrawal must be done responsibly, within the framework of a comprehensive solution to the Afghan problem, including intra-Afghan peace agreements. These agreements must provide international guarantees for peace, lasting stability, and democratic rights and freedoms enshrined in the constitution. 

 

  1. Our party calls for an immediate ceasefire, an end to further bloodshed, and the establishment of a just and inclusive peace in Afghanistan. A ceasefire will create the necessary conditions for the success of direct negotiations between the government and armed opposition groups. 

 

  1. Our party supports the disarmament of illegal armed groups following the finalisation of peace agreements, as an essential component of ensuring lasting peace, security, and nationwide state sovereignty. 

 

 

 

C. In the Realm of the Legal System and the Fundamental Rights and Freedoms of the People 

 

  1. Fight for the equality of all citizens before the law and judiciary, ensuring uniform application of laws to all, upholding the principle of mutual accountability between the state, society, and individuals, and supporting the establishment and strengthening of an independent, impartial, and professional judicial system. 

 

  1. Struggle to safeguard the fundamental rights and individual freedoms guaranteed by the Constitution. 

 

  1. Campaign for the realisation of political, social, and civil equality between women and men. 

 

  1. Combat organised crime, terrorism, and drug trafficking—which not only pose a major challenge to consolidating state sovereignty and building a healthy economy but also fuel corruption and terrorism. 

 

 

 

D. In the Field of Economic Development 

 

  1. Our party supports a socially oriented market economy, believing that human beings and their well-being must be at the centre of all economic policies. The current economic model is plagued by social injustice, chronic unemployment, greed, wealth accumulation, crime, moral and spiritual crises, the erosion of human values, family breakdown, and environmental degradation. Therefore, our party advocates for an enhanced regulatory role of the state in the market economy. 

 

  1. Considering the severe economic backwardness of Afghanistan, the need to utilise the capacities of all economic sectors, attract foreign investments for the rapid growth of productive forces, scientific, technical, and cultural progress, the party supports the factor of active government intervention, economic and social development planning, especially in the stages of reviving economic infrastructure, establishing social security networks, and healthy competition between different sectors. 

 

  1. Fight to overcome the country's economic backwardness through the implementation of short-term and long-term plans for the reconstruction of Afghanistan, using capacity building in the public, mixed, private, and cooperative sectors, and investing more in infrastructure. 

 

  1. Support all forms of legal ownership, legal protection of domestic and foreign capital and their interest. 

 

  1. Support the attraction of foreign investments in accordance with the law and in line with Afghanistan's development interests. 

 

  1. Support the government's ownership of strategically important resources, underground natural resources, forests, pastures, government lands, basic energy resources, ports, communication lines, plains, water resources, and ancient monuments. 

 

  1. Fight for the effective use of oil, gas, copper, iron, and other industrial minerals, and encourage large investments, both domestic and foreign, in the heavy industry sector with the aim of creating an advanced economic infrastructure and creating broad areas of work and employment for the people. 

 

  1. Support and encourage private entrepreneurs, businessmen, and national capitalists to increase and develop domestic and foreign trade and transform Afghanistan into an active regional trade centre. 

 

  1. Support the modernisation of the country's banking system, developing a network of contemporary banking services, and encouraging and guaranteeing deposits and savings. 

 

  1. Fight for the implementation of a fair tax policy based on the reduction of indirect taxes and the increase of direct taxes. 

 

  1. Support better and more effective regulation of water resources for agriculture and electricity generation. 

 

  1. Support the development and mechanisation of agriculture, the creation of agricultural farms (state, private, mixed, and cooperative), solving the problems of landowners and peasants. 

 

  1. Fight for environmental improvement, preservation and care of forests, rare animal and bird species. 

 

  1. Support the promotion of medicinal plants and the production of medicines to meet national needs. 

 

  1. Develop the livestock and craft economy, encouraging investments in light, handicraft, and specialised industries, establishing insurance systems and banks to support them and marketing their products. 

 

  1. Support the plan to develop uncultivated and wasteland, its fair distribution at a reasonable price for landless peasants and nomads. 

 

  1. Support the development and modernisation of transport, construction of terminals, modern highways, airports, national railways, and their connection with the global transit network. 

 

  1. Support the tourism industry to strengthen the national economy and take effective measures to develop a culture of welcoming tourists. 

 

 

 

E. In the Social Sphere 

 

Defending the interests and social rights of urban and rural workers, supporting their economic and trade union demands. 

 

  1. Fight to ensure the rights of women and families through the development of child and mother support institutions, maternity hospitals, nurseries, kindergartens, and clinics. 

 

  1. Fight to ensure environmental hygiene, public access to free, quality health services, safe drinking water, and prevention of people against infectious and parasitic diseases in order to ensure the health of all in all districts and urban areas. 

 

  1. Fight to strengthen national unity, eliminate all types of discrimination, privilege, and social injustices, to ensure social justice and political participation by applying the law equally to all citizens. 

 

  1. Support the establishment of social insurance to ensure general welfare, supporting citizens during retirement, unemployment, illness, disability, old age, handicap, accidents, and natural disasters. 

 

  1. Support orphans, widows, the disabled, those disabled by war and the country's crises, determining their accurate statistics, taking constant care of them without discrimination, providing them with suitable living conditions, work facilities, social services, and attracting support from domestic and foreign institutions. 

 

  1. Fight to provide work and employment for the people, as a solution to one of the most important social problems, eliminating poverty from society, improving people's lives, ensuring safety, a safe working environment, safety techniques in all production centres, supporting the principle of equal pay for equal work for men and women. 

 

  1. Fight to solve the problem of immigrants, displaced persons, and ensure their voluntary, dignified return and resettlement in the country, providing necessary assistance in security, shelter, education, work, and employment. 

 

  1. Fight for a fair solution to the problem of nomads and provide grounds for their permanent settlement. 

 

  1. Support the principle of equal pay for equal work, employment without discrimination based on ethnicity, language, religion, gender, social status, increasing the wages of government and private sector employees, retirees, ensuring job security, and enacting fair laws. 

 

  1. Support the struggles of social and civil organisations for the rights of people, enhancing their role in the political, social, cultural, and economic system of the country. 

 

  1. Strive to establish sanatoriums, recreational parks, and rest facilities for the comfort of the people. 

 

  1. Fight to ensure balanced economic and cultural development of cities and villages, improve the quality of social services, and solve the problem of homelessness. 

 

  1. Fight to end social and moral corruption, especially addiction to drugs, alcohol, tobacco, theft, gambling, and kidnapping. 

 

  1. The Afghanistan Abadi Party considers women's legal equality with men as the touchstone of any democratic movement and the foundation for creating a democratic society, fighting for equal political, social, and civil rights. 

 

  1. The Afghanistan Abadi Party is a party of social change for the benefit of the masses. Social justice is our ideal. 

 

 

 

F. In the Field of Cultural Development 

 

  1. Fight to create a progressive, advanced, and democratic culture with respect to religious values, traditions, nationally preferred values, scientific, cultural, and legal achievements of the world community. 

 

  1. Fight to reconstruct and modernise the country's cultural system, including education, higher education, vocational education, sciences, arts, and literature using global experiences and achievements without prejudice or narrow-mindedness. 

 

  1. Support the development of the press, mass media networks (newspapers, radio, television, Internet, other ICT phenomena, cinema, theatre), attention to improving the lives of cultural workers, and the enrichment of the country's rich and historical culture. 

 

  1. Support the improvement of professional and specialised knowledge, taking into account labour market needs, providing suitable working and living conditions for graduates. 

 

  1. Support the development of the languages of the inhabitants, compulsory secondary education, and the right to education in the mother tongue for Afghan adolescents and youth. 

 

  1. Fight to eliminate illiteracy by establishing vital and supplementary literacy schools for compatriots deprived of education. 

 

  1. Fight for the healthy upbringing of youth and children, especially survivors of war victims, through free education at all levels. 

 

  1. Oppose war and violence, promote humanitarian ideas, tolerance, discipline, mutual acceptance, legalism, consultation, trusting national capital, and prioritising national and social interests over personal and group interests. 

 

  1. Fight against all types of deviations, superstitions, and outdated ideas including ethnocentrism, linguisticism, and other obstacles to modernisation, societal progress, and national unity. 

 

  1. Enhance cultural values, preserve historical and ancient monuments, expand archaeological research, and prevent illegal excavations and smuggling of cultural heritage. 

 

  1. Support the return of historical monuments looted from the National Museum with UNESCO and other international institutions, and preserve the country's historical heritage. 

 

  1. Support scientific and research centres, especially the Afghan Academy of Sciences, providing conditions for the development, growth, and flourishing of natural talents and creative individuals, including women. 

 

  1. Support scientists, researchers, explorers, inventors, and pioneers, providing grounds for their honourable return, employment according to expertise, and suitable living conditions. 

 

 

 

G. In the Field of International Relations and Foreign Policy 

 

  1. Support the United Nations Charter, promoting its role in maintaining peace, global security, and international cooperation. 

 

  1. Our party considers it necessary to pursue active policies of trust and cooperation with neighbours and regional countries, including strategic multilateral security agreements, regional and global cooperation, non-aggression guarantees, and agreements on energy, transit, free trade, tariffs, environmental protection, and free flow of labour, goods, and capital. 

 

  1. Support positive and active foreign neutrality to ensure friendly relations based on trust, mutual political, economic, and cultural cooperation with countries of the world, especially neighbours, on the principles of equality, mutual respect for independence, sovereignty, territorial integrity, and non-interference. 

 

  1. Support the right of nations to self-determination without foreign interference, and solidarity with struggles for freedom and justice worldwide. 

 

  1. Fight for peace, regional and global security, and prohibition of production, testing, and proliferation of nuclear, chemical, biological, and other weapons of mass destruction until complete elimination. 

 

  1. Support the resolution of regional and global conflicts through negotiation, dialogue, and other peaceful strategies. 

 

  1. Support international efforts to ensure equal rights of nations, establish a just economic order, and develop poor and underdeveloped countries. 

 

  1. Support international efforts against terrorism, racial discrimination, organised crime, and the cultivation, production, processing, and trafficking of drugs.
